논문 초록 (Abstract)
Smart city is one of key issues of the 4th industrial revolution. Though various types of smart city policies and plans are presented in many countries, concepts and policy approaches related to smart city are different from country to country. Especially, in Japan, there are clearly different policies are having been presented and implemented during recent decades. Purpose: The purpose of this study is to review the flow of Japanese national ICTs strategies and analyze smart city projects on the viewpoint of goals, propulsion bodies, technologies and outcomes. Method: Different types of smart city projects are dissected from the social and policy background to the implementation effects together with services and technologies involved. Smart cities in Japan are based on the environmental issues such as global warming and social problems; decline of Japanese initiatives in the world economy and urban and rural shrinking, etc.Since 2010, smart city projects in Japan are introduced by central government, private companies and academy-private cooperation. The size of target areas are also very diverse such as metropolitan, new-town development site and even small residential area. The goals of the projects are divided into 3 parts; environmental problem solving, initiatives in technology and citizens quality of living. Main technologies for the projects are energy related. Result: Japanese smart cities are characterized as follows; energy and environmental technology centered, initiatives in technology competitiveness and community and quality of living oriented urban strategy.
