논문 초록 (Abstract)
Government usually tries to stabilize housing price through controlling such means of housing policy as housing transactions regulations, capital gain or acquisition tax, housing finance, interest rate, and consumer price. The failure in housing policy resulted in high rate of increase and/or decrease in housing price, so that housing market fails and brings the over supply or difficult affordability of housing. To decrease the failure of housing policies, it is imperative to analyze what kind of policies cause the increase or decrease in housing price through simulating the effect of housing policies on housing price. It is possible to provide the government with various housing policy alternatives through simulation, within which policy scenarios could be experimented before launching. In cyber housing market, it is effective to simulate housing price according to housing policy scenarios, because the cyber simulation allows easy operation of housing policy experiment, open access to housing market information, and fair participation. Buyers and sellers in the cyber market should determine the housing price in accordance with policy scenarios. The simulated price denotes the effect of housing policies on housing price. Based on the results of simulation, the government could establish housing policy plans. This paper intends to develop an Inter-based housing Policy Experiment & Simulation System (PESS) ensuring fair and transparent participation of related stakeholders. The PESS is a web-based experimental simulator and cyber housing market to evaluate the effect of housing policy on housing prices. The effect of housing policy is evaluated by the housing prices simulated through trading between sellers and buyers using the information of housing characteristics and housing policy scenarios on the PESS. The PESS will match buying and selling orders to make the housing prices. Through experiment and simulation, the PESS can help the government, as a policy maker, to employ various housing market policies and to monitor the employed policies according to the economic and housing market trend.
